Treasury Board Secretariat of Canada (TBS) is a central government agency responsible for helping the Government of Canada manage its human, financial, information and technology resources. TBS plays a key role in the Disposal of Surplus Federal Real Property.
Following changes to government policy regarding this disposal, TBS required a solution to meet the training requirements of its large and geographically dispersed target audience. Given the size of the target audience for such policy information, over 10,000 government staff, their geographical dispersion across the country, and the need for cost-effective and timely dissemination of information, TBS recognized the potential benefits of alternative e-learning delivery mechanisms that could result in both increased efficiency and decreased cost to the agency.
To evaluate the potential benefits to TBS and demonstrate the viability of an e-learning approach, the solution included the design, development, implementation and subsequent evaluation of a Web-based training tool designed to inform government employees about changes to a government. FKA Consulting and a technology partner adapted TBS’s existing leader-led training materials to online delivery. The English version of the course was implemented in a Web-accessible format for delivery via the government’s Extranet environment. The site conformed to TBS’s Common Look and Feel Guidelines for the Web, as well as required agency branding. The training site included a variety of features and functionality to allow TBS to monitor and assess the effectiveness of its training initiative. This included a user management and administration system that allowed users to log on to the training site, review training materials, and complete tests. As part of the project, a pilot study and related focus groups were conducted to solicit feedback from pilot participants that could then be used to modify and improve the initial training solution.
Through the evaluation of alternative learning delivery mechanisms and the creation of a pilot e-Learning course FKA Consulting was able to determine the potential benefits to TBS and demonstrate the viability of an e-learning approach, resulting in both increased efficiency and decreased cost to the agency.
